Controversial peninsula planning bid refused by Babergh committee

Plans to build eight new houses off Hyams Lane in Holbrook have been refused by Babergh planners.

Scirpus Properties Ltd from Ipswich, have applied for a hybrid outline planning application to build four two-bed dwellings and four self-build plots on land South Of Honeysuckle Cottage, Little Orchard, Holbrook, off Hymans Lane close to the fire station, with associated landscaping, vehicular access off Hyams Lane and pedestrian access to Church Hill.

The scheme was recommended for refusal by the planning officers as it did not meet an identifiable housing need, was outside the area's settlement boundary and did not comply with Babergh's CS11.

The majority of planning committee members agreed and voted 6-4 in favour of accepting the officer's recommendation to refuse the application.

John Ambrose, Holbrook parish chairman, told the committee the recommendation for refusal was supported by the council and reflected the views of residents who backed affordable, two bed homes in the village on land identified in the neighbourhood plan.

Mary McLaren, Stour ward member, backed the Holbrook parish council's objection and recused herself from voting.

Hyam's Lane residents spokesman Simon Quantrill also objected saying: "It is the wrong development in the wrong place."

Mr Quantrill aired the concerns of the potential damage to Hyams Lane. He also outlined a number of planning reasons for refusal.

Holbrook resident William Saunders, spoke in support of the scheme saying refusing the application would deny other people the opportunity to move into the village.
