Letter to the editor: Grassroots coach Lee Partridge gives his thoughts on Suffolk FA governance

Dear Sir

Yet another year has passed and resolution set however you do have to ask yourself why everyone in the football authorities, nationally and locally have just put up brick wall and refused to answer very simple questions. Why can footballing authorities not take responsibility and simply provide information and evidence in an open and transparent manner and why do 'football people' just accept these situations?

Suffolk FA seem to have ceased any active communication and engagement surrounding our request to address the serious issues and experiences that have been raised with them directly about financial safeguarding clubs under their affiliation. Unfortunately the initial concerns that lip service would be played appears to be correct.

Positive, logical and needed proposals appear to be have fallen on deaf ears. So far the only official progress is that Suffolk FA have finally produced and published an official Complaints procedure, which for a County FA I find worrying. This clearly confirms that they've never had a Complaints procedure in place and explains why they were allowed to NOT acknowledge, register, take action and basically were allowed to ignore my complaint without facing any disciplinary action. Which considering my complaint surrounded financial concerns and suspicions really challenges Richard Neal's public comments that Suffolk FA take financial crime seriously.

The FA have confirmed that a club under Suffolk FA affiliation has been handed a ' Formal warning for Financial Poor Practice ' yet it would appear that no disciplinary action has ever been taken against any individuals linked to this club. At no stage has anyone actually produced answers, evidence or proof, so whilst I have to accept this strange disciplinary decision (considering the circumstances) I wholeheartedly do not agree with it and why should I?

What I have also found shocking and concerning is that as a whistle blower, by highlighting and reporting this issue publicly I have actually been threatened with disciplinary action by The FA for bringing the game into disrepute. Reported by the club involved and now potentially facing disciplinary action for reporting fact, providing compelling evidence whilst not naming names and asking challenging questions of the system. Yet this club continue to receive financial grants / support from Suffolk FA and the Football Foundation Charity and are potentially going to receive substantial funding for an 4G pitch despite clear conflicts of interest.

Substantial funding that I believe should go to more deserving club's under Suffolk FA affiliation and certainly clubs without Financial Accounts, records and practices that have absolutely no place in any organisation let alone grassroots football.

I have had my personal details and picture placed on social media by a fellow Suffolk FA affiliated Chairman with incorrect information and allegations yet Suffolk FA and The FA do nothing. The consistency in disciplinary action beggars believe and it's raises concerns about whether action by Suffolk FA and The FA purely depends on who it is or the club involved, which is unacceptable as ALL clubs and officials should be treated equally.

These long outstanding simple questions remain unanswered:

  • What has happened to the fundraising generated, where was it kept for two years and why was it not included on the FC accounts?

  • Are Suffolk FA confirming that extortionate high officials fees of £3,450, reported by the club for three consecutive years are correct and accurate despite them not correlating to the FA's very own system Or are Referees under Suffolk FA's umbrella over charging and defrauding clubs?

  • How can Suffolk FA retain credibility and integrity when they have publicly validated and commented on accounts produced for this club when they were allowed to ignore the accounts highlighted to them that included financial irregularities and inaccuracies for previous years?
This again raises a question that I've asked before. Should a sitting Suffolk FA board member hold an official role at a club under their very own affiliation if a clear and precise Conflict of Interest policy isn't in place ? Because I have received absolutely no answers, evidence or proof from anyone within the footballing authorities I contacted Phil Lawler direct, not just in his influential role as Chairman of Suffolk FA but as someone who would definitely have all of the answers and financial evidence due to his various roles and positions he holds both inside and outside of football. Phil Lawler has unfortunately but not surprisingly been unwilling and unable to answer these questions. Why? How can a football club in Suffolk claim and comment in a newsletter that the FA found them to be 'professionally and well run club' when these financial issues are unanswered. Are we now saying that ALL clubs under Suffolk FA affiliation can produce and publish inaccurate and incomplete accounts, hold fundraising in cash for two years off the accounts and potential falsify official fees for the junior section without any action taken against them? Has grassroots football in Suffolk really come to this or has it and will it always be like this? I think that people involved in local grassroots football must speak up and challenge things when they encounter injustice. The more 'football people' who speak up, the more opinion of others in football will question why we have to accept it! It begs this challenging and unanswered question : Is grassroots football in Suffolk an accepted and condoned platform for financial crime and corruption? Yours
