Have your say on Chelpin development plan from today

Babergh is inviting people to comment on the Chelpin development plan which has moved to the next consultation stage.

The plan covers Chelmondiston, Pin Mill and Kings Lane and is designed to help shape the future of the parish

A number of meetings, including physical presentations before the restrictions kicked in, and Zoom meeting have already been held and a consultation has already been held ,allowing residents to have their say.

This latest consultation, which runs until 4:00pm on Friday 9 April 2021, is to see if the plan fulfils the basic conditions required by Paragraph 8(1)(a)(2) of Schedule 4B of the Town and Country Planning Act 1990. The consultation is being carried out in accordance with Regulation 16 of the Neighbourhood Planning Regulations 2012 (as amended),

At this stage you can comment on the submitted NDP and its policies. It is important to remember that the examiner will only be able to recommend changes to the plan necessary to ensure that it meets the Basic Conditions. Therefore, you should consider whether the NDP meets these.

All of the issues raised in response to the pre-submission consultation stage should be referred to in the Consultation Statement. As a result, the examiner will be aware of those comments so you do not need to repeat them. However, if any changes have been made to the NDP since the last consultation, and these raise new issues/affect points you made last time, you might want to send in further comments. All comments made at this stage will be sent on to the examiner.

The Basic Conditions Statement, submitted with the proposed NDP, sets out how the parish council considers they have met the tests.

The Parish Council (as the qualifying body) have formally submitted the following documents and include:

A Map identifying the area to which the proposed NDP covers

The submission draft Chelpin Plan

A Consultation Statement

A Basic Conditions Statement

Copies of the Strategic Environmental Assessment (SEA) Determination Notice and Habitats Regulations Assessment (HRA) Determination Notice which confirm that the Plan is unlikely to have significant environmental effects

A number of Supporting Documents

An assessment as to whether the NDP fulfils the Basic Conditions will be undertaken by an Independent Examiner.

Written comments only should be sent by post or email using the contact details provided. Your representation may also include a request to be notified of the District Council's decision whether or not to make the Plan.

All representations received will be forwarded to the Independent Examiner. You should note that your comments cannot be treated as confidential. With the exception of personal contact details, comments will be published on this website at the end of the consultation period.

At the end of the consultation period, the parish council will be given an opportunity to consider and respond to any representations made. They can choose to do this or not. If they do, it will be before the NDP is submitted for examination.

It will be down to the examiner to decide how they wish to carry out this process. The examiner may choose to rely upon the written representations made, but could call a public hearing if it is beneficial to do so. The examiner will consider whether the NDP meets the Basic Conditions, or whether further modifications need to be made for it to do so. The examiner will also decide if the NDP can proceed to the referendum stage.
