Mystery of Chelmondiston's Project 41 solved

The mystery of what Project 41 has been solved, however questions are still being asked about how money given to Chelmondiston parish council from the Community Infrastructure Levy (CIL) pot was used.

Councillors, including bank signatory Colin Keeble, and clerk Jill Davis were unable to explain what Project 41 was and what the two payments, amounting to £13, paid into it were spent on or were being allocated.

Babergh's CIL team has explained that Project 41 is their code name for the monies paid to the parish council, without specifically identifying what it was used for.

A spokesperson for Babergh's CIL team said: "Project 41 stands for the Neighbourhood CIL funds that we have sent to the parish from the collection of CIL funds we have collected from development in the parish.

"We have to set up projects for each parish council to be able to enter into the Exacom system the amount we are paying over to the parishes.

"Likewise when the parish tell us that they have spent some of their Neighbourhood CIL then we enter the spend into the project against the monies that we have sent the parish."

The clerk Mrs Davis, who is also Chelmondiston's responsible financial offer, was unable to clarify the situation at the last parish council meeting, and has so far failed to come up with an explanation regarding what these two projects are comprised of.

Meanwhile, questions have been asked about the home address for Mrs Davis and her partner Rob Bareham, who is a parish councillor.

The couple used to live at Michelle, Church Road in Chelmondiston but moved out more than seven months ago and the house was later sold by the owner.

However, parishioners are still being asked on the council's website, to send correspondence to 'Michelle'.

The cost of Royal Mail redirecting mail depends on how long the service is required for, but starts at £33.99, with an additional person fee of £8.00 for three months. Six months at £47.99 and £9.00, while it would cost £68.99 and £10.00 for 12 months.

Mrs Davis has also used an address in Gillingham, Kent, for the audited parish council accounts in her role as the responsible financial officer.

Chelmondiston parish council has been approached for comment.
